This highest honor of professional achievement is not easy to earn or maintain. To qualify as a CEM, Schlosser submitted an extensive credentials package containing personal and professional background achievements, along with a written examination. He must continue a program of professional development over successive five-year periods in the future to maintain the certification.

According to Jon Fessler, CEM, certification commission chair, just 2,545 individuals in the emergency management profession hold the CEM designation.

“As a CEM, William Schlosser demonstrated a high level of competence and ethical fitness for emergency management,” Fessler said.
Barb F. DiMarco, assistant dean for arts & sciences at Penn College, described Schlosser as “an accomplished professional whose outstanding contributions to the field of emergency management span both academia and practical application.”

“Mr. Schlosser’s academic career is grounded in real-world experience as a former high school assistant principal and an active emergency management official for the Southern Tioga School District,” DiMarco said. “Since joining Penn College, he has leveraged this background to enrich the Bachelor of Science in emergency management & homeland security program.”
