Mr. David Bjorkman currently serves as a Faculty Member for the Pennsylvania College of Technology’s Bachelor of Science in Emergency Management and Homeland Security program. Previously, he served as the Emergency Management Coordinator (EMC) for Johns Hopkins Bayview Medical Center, a Level II trauma hospital and regional burn center located in Baltimore, Maryland. In this capacity, he was responsible for the hospital’s Comprehensive Emergency Management Program, including all planning, training, and exercise projects.

Prior to his role as a hospital Emergency Management Coordinator, Mr. Bjorkman served as a Public Health Preparedness Consultant in central Pennsylvania. In this capacity, he completed a five-month onsite deployment with the Pennsylvania Department of Health’s Southeast District Office at the height of the 2009 Novel Influenza A (H1N1) pandemic, where he supported large-scale vaccination clinic operations.

Over the course of his career, Mr. Bjorkman has led or contributed to numerous emergency management planning, training, and exercise projects in collaboration with state and local emergency management agencies, healthcare systems, state public health departments, schools, and faith-based organizations. He has designed, facilitated, and evaluated more than 60 exercises in alignment with the Homeland Security Exercise and Evaluation Program (HSEEP). More recently, Mr. Bjorkman has served as Project Manager for COVID-19 After-Action Report and Improvement Plan (AAR/IP) initiatives for multiple healthcare and public safety organizations. In addition, he has provided training to hundreds of hospital personnel in active assailant response.

Prior to his emergency management career, Mr. Bjorkman spent more than 4½ years as a police officer with the Baltimore City Police Department. He then served for almost 3½ years as a police officer with the Penn State University Police Department. Mr. Bjorkman holds a master’s degree in Public Health Preparedness from Penn State University, College of Medicine. He earned a B.S. in Criminal Justice from Shippensburg University.
