Bradley M. Webb has been appointed director of student affairs administration at Pennsylvania College of Technology. In the position, Webb is responsible for connecting many of the functions of Student Affairs to the Penn College student body. He'll be tasked with initiating programs and services in such diverse areas as parents initiatives, assessment and community involvement.

Noe, a longtime Aethlon editorial board member, will begin his duties as editor with the journal's 28th volume.
