Fundraising/Soliciting on Campus

Fundraising and/or soliciting activities on campus are permitted only when the activities support the mission of the College, or the mission of a recognized College entity or activity. Non-College organizations may conduct solicitation activities on campus only when the non-College organization is sponsored by a recognized College student club/organization, academic group, office/work area, or the College as a whole. All organizations desiring to conduct fundraising/soliciting activities on campus must adhere to the College procedures established to govern such activities.

• “Solicitation Activities” are defined as activities or events, normally of short duration, intended to raise money or other support for a recognized College entity or activity.
• “Recognized College entity” includes, but is not limited to, recognized student organizations, athletic teams, offices/departments, academic classes, or other groups officially recognized by the College.

1. Recognized College entities desiring to conduct solicitation activities must request approval through the director of Student Engagement (for recognized student organizations), or their designated President’s Council representative (for all other groups).
   1. The director of Student Engagement or designated President’s Council representative is responsible to ensure adherence to College policies, procedures, and guidelines.
   2. If the activity is approved, the director of Student Engagement or designated President’s Council representative will confirm the time, date, and area for the solicitation to take place, and inform the recognized College entity of the decision and guidelines.
   3. If the activity is disapproved, the director of Student Engagement or designated President’s Council representative will notify the recognized College entity of the decision.
2. Solicitation on campus is only permitted in College-approved areas, which include:
   1. The Bush Campus Center Lobby,
   2. The Klump Academic Center Lobby (entrance),
   3. The Breuder Advanced Technology and Health Sciences Center Lobby,
   4. The Hager Lifelong Education Center Lobby (Information Center area), and
   5. The lobby areas outside the Keystone Dining Room and Capitol Eatery.
   6. Requests for alternate locations must be approved by the director of Student Engagement (for student clubs/organizations) or the designated President’s Council representative (for all other groups).
3. Non-College organizations conducting sales on campus
   1. Non-College organizations may conduct solicitation activities on campus only when the non-College organization is sponsored by a recognized College entity. The sponsoring College entity is responsible for ensuring compliance with all College policies, procedures, and conditions stipulated for the solicitation activity.
   2. Because of significant legal ramifications, approval of non-College organizations, especially for-profit businesses, conducting business on a random, temporary, or permanent basis at the request of a recognized College entity, requires the approval of the chief financial officer as well as any other office/department that may be impacted (Student Engagement, Dining Services, College Store, etc.).
   3. If the activity is approved, the director of Student Engagement or designated President’s Council representative will confirm the time, date, and area for the solicitation to take place, and inform the recognized College entity of the decision and guidelines.
   4. If the activity is disapproved, the director of Student Engagement or designated President’s Council representative will notify the recognized College entity of the decision.
4. The recognized College entity will make all the necessary facility arrangements for the solicitation to take place.
5. Products or services permitted for sale on campus as a solicitation activity should not be in direct competition with products offered for sale by College auxiliary enterprises, such as Dining Services and the College Store, in their permanent operational areas or temporary sales areas or concessions, nor be in conflict with special events being supported by the auxiliary enterprises.
   1. Food sales must be carefully monitored and supervised to ensure the safe preparation and handling of food and beverages sold.
   2. The director of Dining Services is responsible for providing direction to the recognized College entity during food sales.
6. Goods proposed for sale, either on-campus or off-campus, that are expected to use the College’s name and/or logo(s) must have the proposed design of the name and/or logo reviewed and approved by the office of Public Relations & Marketing.
7. Raffles may be conducted only upon demonstration by the requesting entity that the proposed raffle is in compliance with all applicable laws.
8. When any resource of the College or use of College offices for the control of money to support a College entity is required, procedures established by the chief financial officer for the proper safeguard of and accounting for those resources must be followed.  The director of Student Engagement or designated President’s Council representative is responsible for directing the recognized College entity in meeting the procedures established by the chief financial officer.
9. Recognized College entities desiring to conduct solicitation activities off-campus must coordinate those activities with the Institutional Advancement office prior to commencing the activities.
