Smith named director of employee relations at Penn College

Pennsylvania College of Technology recently appointed Rachel Smith as its director of employee relations.

“I am excited to welcome Rachel to the Penn College community,” said Hillary E. Hofstrom, vice president for people and culture. “Her depth of experience and people-centered approach will be of great value to our employees and the ongoing work of our People & Culture team.”

As director of employee relations, Smith supports culture-building initiatives, coordinates training and development programs, and oversees employment law compliance. She also provides guidance to employees and supervisors on workplace issues. She began her duties on Jan. 12.

Smith brings to the position more than 20 years of experience, most recently as chief human resources officer for Susquehanna University. Previously, she was vice president of people and culture for Evangelical Community Hospital. She also served as the executive director of the Central Pennsylvania Workforce Development Corp., overseeing six PA CareerLink sites.

She has volunteered as a member of the Pennsylvania Early Learning Investment Commission’s innovation team, the Greater Susquehanna Valley Chamber of Commerce’s board of directors, and the Hospital & Health System Association of Pennsylvania’s Racial Health Equity Steering Committee.

Smith is a senior certified professional through the Society for Human Resource Management. She holds a master’s degree in public administration from Virginia Tech and a bachelor’s in public administration from Shippensburg University.
