Reimbursement Services for the PA WAP

The Clean Energy Center serves as the central clearinghouse for expense reimbursement to PA WAP workers and subcontractors for the following:

Missing a detailed receipt? Download the Declaration of Missing Receipt Form  and attach in your Concur expense report.

Concur software is the PA Weatherization Assistance Program’s cloud-based software that intakes, processes, and stores all training-related reimbursement activity. Agency staff wages should not be submitted through Concur. Please contact PA DCED for further guidance on wage reimbursement.

As the PA WAP administrator for Concur, the Clean Energy Center is responsible for setting up user accounts and providing general troubleshooting for Concur questions or issues.

To obtain a Concur user account: Contact your PA WAP Agency Director/Coordinator to confirm you are listed on their current Training Plan as an active worker or subcontractor. 

Once you are listed as an active worker or subcontractor on an Agency’s Training Plan, the Center will create your Concur account and generate a welcome email with login and guidance information.

Problems logging into your Concur account? Make sure to use the same email address listed on your PA WAP Agency’s Training Plan. Contact your Agency Director or Coordinator if you need to provide an updated email address for their Training Plan.

Download the Declaration of Missing Receipt Form and attach it to your Concur expense report.

Certifications are emailed once all course modules are completed and quizzes have been passed. The certification will be emailed to the email address on your contact record. 

We offer four different courses for commercial facilities staff. The cost of these courses are as follows:

  1. Fundamentals of Energy Efficient Building Operations: $995
  2. Building Operator Certification® (BOC) Level I $1,895
  3. Building Operator Certification® (BOC) Level II $1,895
  4. Commercial Building Re-tuning $749

Please check with your utility provider to ask about rebates that may be available in your area for Building Operator Training. Discounts are also available for Building Operator Certification® Levels I & II training for GSA employees and military veterans.

We are able to deliver all of our courses in-person and online.

All of our online trainings are scheduled at a set time and delivered live by an experienced instructor. This provides a greater learning experience by encouraging engagement with the instructor, and interaction with other learners during in-class activities.

Learners are required to meet the following prerequisites before completing these courses:

Prerequisites for Fundamentals of Energy Efficient Building Operations:

It is highly recommended that program participants have a high school diploma or GED, and:

  • Interest in pursuing a career in building operations and maintenance; energy management; facilities management or related field.

Prerequisites for Building Operator Certification® Level I:

It is highly recommended that learners have a high school diploma or GED, and must have one of the following: 

  • Two or more years of experience working in operations and maintenance of a commercial, industrial or institutional facility,

OR 

  • A minimum of one year of experience working in operations and maintenance of a commercial or institutional facility AND BOC Fundamentals of Energy Efficient Building Operations certificate or one year of technical college level education in a facilities engineering related program,
  • Two or more years of experience in energy management of facilities with a focus on operations and maintenance

Prerequisites for Building Operator Certification® Level II:

It is highly recommended that learners have a high school diploma or GED, and must have one of the following:

  • A technical degree and three years of experience working in operations and maintenance of a commercial or institutional facility,

OR 

  • A union membership at journey level and three years of experience

OR

  • BOC Level I Training Certificate of Completion or Certification and four years of experience,

OR

  • Fundamentals of Energy Efficient Building Operations Certificate paired with four years of experience

BOC teaches commercial facilities staff to find practical ways to save energy and money in their buildings. BOC graduates can help their organizations substantially lower operating costs, by as much as $20,000 per year.

You must complete Building Operator Certification Level® I training or an equivalent training program to be eligible to take the Certification Exam. There is an additional $285 fee to take the exam.
