- Have served in the United States military, are on active duty, are enlisted in the Reserves or National Guard, or are dependents of a veteran who was 100% disabled or dies because of service
- Have been a recipient of a scholarship from the Fund in prior years
- Enrolled full-time
- Be a third-year student
