Mortgage Payment Assistance

As of February 1, 2023, PAHAF has temporarily paused accepting new application. Provides assistance for the following mortgage and housing-related expenses to help prevent mortgage delinquencies, default, foreclosure, and displacement. The maximum amount of assistance for any homeowner under the PAHAF is $30,000 or up to 24 months of assistance.

Offers four programs to help low-income Pennsylvania residents get or keep their telephone service. They are:

  • Lifeline: Provides a credit of $11.75 on the regular monthly telephone bill. Persons are eligible if they receive SSI or TANF or their yearly income meets Lifeline guidelines. Persons eligible for this program receive a $20 credit towards the connection charge.
  • Lifeline 135: Provides a credit of up to $9.25 on the regular monthly telephone bill. Customer can purchase Optional Services (Caller ID, Call Waiting, etc.) and certain packages that include local toll and /or optional services. Persons eligible for this program receive a $20 credit towards the line connection charge.
  • Universal Telephone Assistance Program (UTAP): Helps Verizon Pennsylvania low-income customers pay some or all of their telephone bill's basic charges. Qualified Lifeline applicants can receive up to $200 (first time) and up to $100 every six months thereafter. The Dollar Energy Fund manages this program for Verizon.
  • Link Up America: Verizon provides a $20 credit off the line connection charge. Persons are eligible if they receive SSI, TANF, Food Stamps, LIHEAP, State Blind Pension, Medical Assistance, federal public housing assistance, National School Free lunch program and have yearly income that meets Lifeline or Lifeline 135 guidelines.

Utility Bill Payment Plan Negotiation Assistance

Works with individuals and families toward solutions for improving their quality of life, alleviating crisis situations, and assisting with making informed decisions about their futures. Partners with PPL Electric Utilities and UGI Corporation's subsidiaries, Penn Natural Gas and Central Penn Gas. Qualified customers are offered affordable utility payments through their Customer Assistance Programs (CAP). These programs offer a reduced monthly payment as coverage for utility service, cancel a portion of any debt owed to the company, and provide energy education and weatherization services.

Recovery Homes/ Halfway Houses

Provides a home-like recovery environment, utilizing a three phase treatment program with a life skill curriculum to build upon strengths for long-term recovery. Includes evidence-based practices including motivational, enhancement therapy and cognitive behavioral Therapy. Peer support available. Residents are allowed to work or volunteer outside the facility. MAT (Medical Assisted Treatment) available for eligible clients.

Youth Shelters

Provides Emergency Shelter services 24 hours a day, 365 days a year. If a child is in immediate need of a safe place to stay, FCCY can provide short-term placement with a foster family for up to 30 days. During this time period, appropriate plans for future living arrangements will be made by all involved parties, including the child, the county caseworker, the childs biological/legal family, the FCCY case manager, and the foster family. In many situations, it is suggested that the child be moved from Emergency Shelter placement to our Family-Based Services program.
