In compliance with U.S. Department of Education (ED) rules, an institution offering distance education must provide enrolled and prospective students with information for filing complaints. Please note, this process does not include complaints related to grades or student conduct violations, both of which are to be fully addressed via campus policies and procedures, not through the NC-SARA complaint resolution process.
To ensure that distant learning student complaints are handled fairly, promptly, and in accordance with the SARA consumer protection provisions, complaints must follow a specific process:
- Start with the Institution: Distance learning students are encouraged to seek an informal resolution by communicating directly with the individuals involved about any consumer-related complaint. If informal efforts do not lead to a satisfactory outcome, you may pursue a formal complaint within 30 days of the complaint by completing this form. Distance Learning Student Complaint Form.
Contact the State Portal Entity (SPE): If a person bringing a complaint is not satisfied with the outcome of the institutional process for handling complaints, the complaint (except for complaints about grades or student conduct violations) may be appealed, within two years of the incident about which the complaint is made, to the SARA State Portal Entity in the home state of the institution (Pennsylvania) against which the complaint has been lodged. The resolution of the complaint appeal by the SARA State Portal Entity, through its SARA complaint resolution process, will be final, except for complaints that violate state laws.

Students who have exhausted all efforts to satisfactorily resolve a complaint may seek further guidance in the case of violations of state law:
California students: After exhausting the procedures made available by Pennsylvania College of Technology, distance education students who are located in California may file a consumer complaint with the California Department of Consumer Affairs for issues related to consumer protection issues identified above.
