- Primary preference: Family members ,children and grandchildren, of retired employees of Williamsport Technical Institute, Williamsport Area Community College, or Pennsylvania College of Technology who had ten or more years of service at time of retirement
- Enrolled full-time
- Be a second-year , third-year , or fourth-year student
