Where can I find course information for each weatherization certification?
On the Weatherization Training Center's (WTC) main webpage, you can search for course information by weatherization certification type (Installer, Crew Chief, and Auditor). For each certification, we provide a listing of required courses, their descriptions, and how to register.
The following table below shows the courses that L&I and DCED have designated as mandatory for each type of weatherization personnel.

Updated Course Requirements and Deadlines:
All weatherization workers who currently hold a certification will need to complete the following courses by the following dates in order for their certification to remain valid:

BPI Certification: August 31, 2011
Currently Certified Auditors
BPI Certification: July 1, 2011 (Please note that this date is earlier than the Crew Chief required date. From the beginning of the certification process, all auditors were informed that they would need BPI Certification by this date.)
Baseload Auditing: August 31, 2011
Baseload Auditing and BPI Certification are now part of the required curriculum that must be completed for certification. Any worker currently enrolled in training who is not certified must complete these courses in order to become certified. In addition, Customer Service has been added to the Crew Chief and Auditor curriculum. The Customer Service course is NOT retroactive – individuals currently holding Crew Chief and Auditor certifications do not need to take customer service.

If high demand justifies it, we will make every attempt to add additional courses during the scheduling period. Utilizing the online registration process enables WTC staff to maintain a "realistic" waiting list, which will be used to add additional courses as needed.
How do I register for a course? When will I be able to take the courses I need?
Currently there is a large influx of weatherization workers that need courses in order to obtain state certification. Agencies (and their subcontractors) that participate in Pennsylvania's Weatherization Assistance Program (WAP) are given first priority when filling a course. Many courses are full with workers and instructors that have already applied for their state certification, but still require coursework. Thank you for your patience as we adjust to the increased training needs.
You must provide an Application Review Committee (ARC) approval letter from the Department of Labor & Industry or a voucher from your local PA CareerLink. If you don't have either of these, payment will be required prior to admittance to courses.
Registration Information:
All scheduling and registration will be processed through Penn College's Online Registration process. Course registrations via phone, e-mail, or fax will not be accepted. Thank you for your assistance!
Steps to Registration:
- Find the course that you wish to take and choose "Add to My List". Once the course has been added to your list, you can either browse for more courses to add to your list or register for the course(s).
- When you are ready to register, choose "Register" and fill in your information through the online form. Please be ready to provide:
your complete name, address, phone number (daytime and evening) - Your e-mail address (if you do not have an e-mail address, you may use a supervisor's e-mail)
- in the Company Info section, please put the name of your WAP Agency (or, if you are a sub-contractor, the WAP Agency you work for)
- in the Payment Options section, please select "Other"
- Upon receipt of your online registration, an e-mail will be sent stating: "Your registration information has been submitted. You will be notified when your registration is processed." Participants will be notified via e-mail from WTC with course details, directions, and hotel information.
When scheduling a course(s), the student’s name must be entered on the online registration form. The supervisor’s contact information may be used, but the student/employee attending the course must be listed.
Space is limited in most classes; please register early.
If the class is full when you register, your name will be placed on a waiting list. You will be offered the next available seat and/or be advised of the next scheduled offering of the class. Do not attend a class other than the one for which you are registered. Visitors and guests are not permitted in classes.

Course Certificates
After a course, the Weatherization Training Center grades the participant's written and lab examinations. Then, the WTC sends each participant's WAP Agency a Competency Record Form, which lists the participant's course scores and whether he/she passed both examinations. All courses require a passing grade (70% or above) in both the written test and lab examination.
Course certificates will only be awarded to participants that pass both examinations for the course. If a participant does not pass both examinations, he/she must take the course again in order to receive a course certificate.
Makeup Times
Makeup times are offered for classes canceled by holidays, weather, or the instructor's request.
Cancellations
It may be necessary to cancel some classes due to low enrollment. The decision to cancel will be made 5-10 working days prior to the start of class. If your class is canceled, we will notify you or your WAP Agency based on the contact information that you provided.
Emergency closing
The Weatherization Training Center’s policy is to run courses in any weather situation, even if Penn College main campus is closed. Always be safe and make sound decisions about traveling in poor weather or other emergency conditions. To report any problems or concerns, call 570-327-4768.
