- Awards made on FIFO basis, on soundness of training plan, cost effectiveness and increased wages for company employees.
- Application submitted by LEA (Local Educational Agency) on company's behalf.
- 12- to 16-week turnaround time on application approval process.
- All trainees must be permanent, full-time employees of the company.
- Tax interrogations are completed on all applications by PA Department of Revenue.
- Firm must be in production prior to receiving grant.
- Grant made to LEA, who administers funds on behalf of DECD (Department of Economic and Community Development, the granting agency) on a reimbursement basis.
- Training must be monitored by the LEA; LEA needs access to company's training site(s) and employees.
- LEA is responsible for the preparation and submission of grant application.
- Training must be "advanced" in nature, not basic.
- Majority of training must be delivered to production employees and/or frontline supervisors.
