Q: How do I apply for CJT funds?

A: Contacting Pennsylvania College of Technology begins the process. The Governor's Action Team, Ben Franklin Technology Centers, Industrial Resource Centers, the Workforce and Technology Development Office, or other service providers can provide a list of schools. CJT guidelines are available to assist in the preparation of the application and are available at the above providers.

Q: What school should I use to prepare the application?

A: Your company may choose the local education agency (LEA), hopefully in their immediate area. Most Commonwealth schools are eligible to participate, most for-profit training institutions are not certified by PDE.

Q: How much money should I apply for?

A: Legislation directs that no more than 20% of the total appropriation can be awarded to any one company, in any one county. However, most of the awards have not exceeded $500,000.

Q: Can I carry over unused funds from the previous year?

A: No, the CJT appropriation is an annual, lapsable appropriation. Unspent monies that were drawn down must be returned to the Commonwealth.

Q: When can I submit my application?

A: From July 1 through March 31. The Workforce and Technology Development Office accepts applications for the new fiscal year after June 1.

Q: When can I start training?

A: Training costs reimbursable by CJT normally are incurred between July 1 and June 30. The application should identify the training period for which CJT funding is being requested.

Q: What type of training is eligible for reimbursement?

A: Entry-level, upgrade, and retention training is eligible for reimbursement. Generally, entry-level costs are eligible for 100% reimbursement; upgrade/retention cost are eligible for up to 70% reimbursement. Pages 12 and 13 of the GUIDELINES provides a detailed listing of eligible and ineligible costs. Point-of-sale/training is ineligible. CJT funds may not be used to further an individual's academic education.

Q: How do I get reimbursed? How do I receive the funds?

A: The school is the grantee and receives CJT funds via the submission of invoices. The company must invoice the school for their funds. The company and the school are required to enter into an agreement that details the activity and payment schedules.
