Radio Club
Constitution
Preamble:
We, the undersigned, wishing to secure for ourselves the pleasures and benefits
of an association of persons commonly
interested in Amateur Radio, constitute ourselves the Wildcats Amateur Radio
Club (WARC.) and enact this constitution as
our governing law. It shall be our purpose to further the exchange of information
and cooperation between members, to
promote radio knowledge, individual operating efficiency, and to so conduct
club programs and activities as to advance the general interest and welfare
of Amateur Radio in the community and the college.
Article I
Membership:
All students, faculty and staff of Pennsylvania College of Technology that are
interested in Amateur Radio shall be eligible for membership without regard
for race, color, creed, academic major, or sex.
Article II
Officers:
Sec. 1. The officers of this club shall be President, Vice-President, Secretary,
and Treasurer.
Sec. 2. The officers of this club shall be elected for a term of one year by written ballot of at least 70% of student members present, at the second meeting during the fall semester.
Sec. 3. Vacancies occurring between elections must be filled by special elections at the first regular meeting following the withdrawal or resignation.
Sec. 4. Officers may be removed by a three-fourths vote written and secret
ballot vote of the Regular Membership in
attendance at two consecutive meetings. The Regular Membership will be notified
of such balloting prior to each meeting.
Article III
Duties of Officers:
Sec. 1. The President shall preside at all meetings, and conduct them according
to the rules adopted. He/she shall enforce due observance of this Constitution
and By-Laws; decide all questions of order; sign all official documents adopted
by the club,
and perform all other duties pertaining to the office of President.
Sec. 2. The Vice-President shall assume all the duties of the President in his/her absence. In addition, he/she shall organize club activities, plan and recommend contests for operating benefits, and advance club interest and activity as approved by the club.
Sec. 3. The Secretary shall keep a record of the proceedings of all meetings,
keep a roll of members, carry on all correspondence, read communications at
each meeting, and notify all members of special meetings via e-mail, mail or
phone.
It shall be the duty of the Secretary to keep the constitution and By-Laws of
the club and have the same with him/her at every meeting. He/she shall note
all amendments, changes and additions on the constitution and shall permit it
to be consulted by members upon request. At the expiration of his/her term he/she
shall turn over all items belonging to the club to his/her
successor.
Sec. 4. The Treasurer shall receive and receipt for all monies paid to the
club; keep an accurate account of all monies received and expended; pay no bills
without proper authorization (by the club or its officers). At the end of each
month he/she shall
submit an itemized statement of disbursements and receipts. At the end of his/her
term he/she shall turn over everything in
his/her possession belonging to the club to his/her successor.
Sec. 5. In the event of the death, resignation, or removal of an officer, any
property in their possession belonging to WARC or Pennsylvania College of Technology
shall be returned. If needed, a committee can be appointed to initiate all reasonable
action to acquire any property belonging to WARC.
Article IV
Trustee:
Sec. 1. The trustee and/or advisor(s) shall be responsible for all licensing
and operational matters with respect to all of the communication equipment owned
by the Wildcats Amateur Radio Club. All money for routine matters shall be expended
from the club treasury and reported by the Treasurer. Any request for purchase
or upgrade of any club equipment must first be heard and then approved by the
student membership. The Trustee of the Wildcats Amateur Radio Club shall be
a faculty member, who holds a valid FCC amateur extra class amateur radio license,
preferably in electronics technology. The adviser(s), mainly primary, can be
any full-time faculty member interested in either amateur radio or radio communications
technology.
Article V
Meetings:
The By-Laws shall provide for regular meetings.
Article VI
Membership Assistance:
The club will provide technical advice to members concerning equipment design
and operation to assist in frequency observance, clean signals, uniform practice,
and absence of spurious radiations from club member-stations. The club shall
also maintain a program to foster and guide public relations.
Article VII
Amendments:
The constitution may be amended by a two-thirds vote of the members in attendance
at two consecutive meetings, and the by-laws may be amended by a majority vote
of the members in attendance at two consecutive meetings. Proposals for amendments
shall be submitted in writing at a regular meeting and shall be voted on at
the next following regular meeting, provided all members have been notified
by some form of communication (Common forms of communication apply such as E-mail,
Mail, Telephone) of the intent to amend the constitution and/or By-Laws at said
meeting.
Robert's Rules of Order - Revised shall govern the proceedings of each and
every meeting of the Wildcats Amateur Radio Club.
By-Laws:
1. Membership. Student membership is open to current Penn College students'
licensed or unlicensed amateurs. Associate membership is open to all faculty
and staff of Penn College, whether licensed or unlicensed. Student Membership
includes all club privileges as well as rights to hold a club office and to
vote for club officers. Associate membership includes all club privileges except
for the right to hold office and vote for club officers. A member, Student or
Associate, can be anyone that attends at least two meetings during the academic
year.
2. Meetings. Regular meetings shall be held on bi-weekly basis, except in times when the college is out of session for break, summer or other reason.
3. Unlicensed members. Unlicensed member may only operate club equipment according to the currently established federal communication commission part 97 rules and regulations.
4. Violations. Members are responsible to know and abide by the appropriate
FCC rules and regulations, as will as generally accepted Amateur radio etiquette,
including the ARRL voluntary band plans. Repeated violations will result in
suspension of club operating privileges
