Joseph C. Straw, Assistant Professor, Diesel Equipment Technology

Joseph Straw has been associated with the heavy equipment industry since 1979. On completing his initial studies in the Heavy Equipment program at Williamsport Area Community College, he immediately went to work for a multi-line Construction Equipment distributor in Northeastern PA.

In 1983 Straw returned to college to earn an engineering degree.

In 1988 Straw joined a British based manufacturer of construction equipment serving in several positions during his twelve year tenure there.

Straw joined Penn College as an adjunct instructor in Fall 2002 and became a full-time member of the faculty in Fall 2003.

Responsible for the daily operations of the environmental program including hazardous and residual wastes, air pollution control, wastewater treatment and chemical inventory. Performed all training for RCRA, HazCom and DOT requirements for over 300 employees. Completed all major reports including monthly discharge monitoring reports for wastewater treatment, air emission inventory annual report, hazardous waste biennial report, residual waste biennial report, SARA Title III chemical inventory and toxic substance release reporting. Additional work was done on the sites Superfund project and asbestos management. Wrote the Title V Clean Air Act applications under the 1990 Clean Air Act Amendments. Wrote the permit application for the National Pollution Discharge Elimination System. (Left Textron for PCT before either permit was negotiated.)

Responsible for the hazardous waste management program, wastewater treatment system and other environmental projects. Performed all RCRA, DOT and HazCom training for 200 employees. Completed all major environmental reports. Additionally was responsible for the chemistry of the electroplating operations. Performed complex chemical analysis methods including Kjeldahl and cyanide distillations. Worked with atomic absorption and visible spectrometer. Also coordinated outside laboratory analysis operations. Wrote the permit applications for two National Pollution Discharge Elimination System permits and successfully negotiated the terms of the permit.
