Walter Shultz, Jr.

Walter Shultz

Walter joined the Office of Instructional Technology on August 13, 2001. During his years as the instructional development specialist/coordinator, his work included web-based course design, multimedia production, faculty training, and learning management system administration/support. Currently serving as the director, Walter’s primary role is to develop instructional strategies, training, and technology support to enhance the teaching and learning process.

Prior to coming to Pennsylvania College of Technology, Walter served for six years in the U. S. Navy under the umbrella of Electronics Warfare. His military travels took him to places throughout southeast Asia, including Hong Kong, Singapore, South Korea, and Japan.

Paula Neal
Coordinator of Instructional Design and Development

Paula Neal

Paula joined the Office of Instructional Technology in August of 2001. Her primary responsibilities include providing training and support to faculty, staff, and students in the use and application of the College's learning management system and associated instructional technologies.

A Penn College alumna with an associate's degree in Information Technology and a bachelor's degree in Technology Management, Paula earned a master's degree in Education from Lock Haven University and a graduate certificate in Children's Literature from Penn State.

Jim Dougherty
Assistant Director, Classroom Technology and A/V Services

Jim Dougherty

Jim joined the Office of Instructional Technology staff in November 2003. His background includes film and video production and post-production, web design and development, instructional design, and project management.

Jim holds a master’s degree in Instructional Technology from Bloomsburg University and a bachelor's degree in Film and Media Arts from Temple University. His past experience includes working as a Post Production Technical Supervisor at Temple University, a Multimedia Production Specialist for the Rohm and Haas Corporation in Philadelphia, and a Systems Integration Technician for Philadelphia-based Videocentral, Inc. He has also worked in various capacities on several independent and feature film productions.

Kim Shipman
Coordinator of Instructional Technology and Technology Training

Kim Shipman

Kim joined the Office of Instructional Technology staff in April 2004. As the coordinator of instructional technology and technology training, Kim works with faculty in the development and delivery of distance learning and traditional courses. As a member of the office's training team, she also builds training modules and teaches professional development workshops about course tools and online delivery.

A Penn College alumna with an associate's degree as a MicroComputer Specialist, Kim earned a master's degree in Instructional Technology at Bloomsburg University and a bachelor's degree in Business Administration at Penn State. Kim continues to teach Introduction to Information Technology as an adjunct for Business and Computer Technologies.

Josh Young
Learning Systems Administrator

Josh young

Josh joined the Office of Instructional Technology in February 2009. His primary responsibility is serving as the system administrator for all instructional technology systems, including the Platform for Learning And Teaching Online (P.L.A.T.O.). Other duties include developing web-based tutorials, help guides, and other instructional technology applications.

Josh is a Penn College alumna with a bachelor’s degree in Data Communications and Networking. Prior to joining OIT, Josh worked in the Madigan Library as the Virtual Resources Manager.

Adam Miller
Instructional Development Specialist (Multimedia/Web-based)

Steve McDonald

Adam joined the Office of Instructional Technology in July 2010. As an Instructional Development Specialist, his primary responsibilities include digital video production, digital media editing and compression, and web-based media distribution.

Prior to joining OIT, Adam worked for the college’s Audio/Visual Services department as an Audio/Visual Specialist. He is an alumnus of Pennsylvania College of Technology, earning a bachelor’s degree in Technology Management and multiple associate’s degrees in media-related programs.
