Penn College President Davie Jane Gilmour promises the institution’s leadership and tenacity in navigating today’s troubled fiscal waters, a modern iteration of the commitment shown by the Williamsport Technical Institute’s founders when, during the Great Depression, they joined local government and business leaders to combat unemployment.
